Status on October 14, 2026
FDEM is Florida's State Administrative Agency (SAA), so nonprofits submit to FDEM rather than FEMA (FDEM FY2024 application guide). Under the FY2026 NOFO, the SAA scores each Investment Justification (IJ) on Appendix D's 40-point matrix. FEMA applies the organization-type multiplier and 15-point first-time bonus, conducts the federal review, and makes the final selections.
| Item | Status |
|---|---|
| FY2026 application window | Closed. SharePoint access requests closed at 5 p.m. on Friday, July 10, 2026. Applications were due by 11:59 p.m. ET on Wednesday, July 15, 2026 (FDEM, FY2026 NSGP Application Guide). |
| Federal deadline | FEMA extended its deadline for SAAs to 5 p.m. ET on July 31, 2026 (Information Bulletin 579, July 17, 2026). Florida's earlier deadline for nonprofits stayed July 15. |
| FY2026 awards | FEMA announced awards on September 28, 2026. FDEM had not posted a FY2026 award list on its NSGP page. |
| FDEM's FY2026 guide | Dated July 2026, but not posted on FDEM's NSGP page. The newest guides posted there cover FY2024 (April 2024) and the fall 2024 National Security Supplemental (NSS) round (October 2024). |
| FY2027 | FEMA has not published a notice of funding opportunity. |
| State-funded nonprofit grant | No open round. See Florida state-funded programs. |
FDEM's FY2026 deadline came 21 days after FEMA published the notice. Keep SAM.gov registration active, obtain a site-specific vulnerability assessment, and prepare the IJ groundwork before the next notice. See how to apply and NSGP deadlines.
Urban area or state stream
NSGP has two funding streams. NSGP-UA (Urban Area) serves nonprofits inside a designated high-risk urban area, and NSGP-S (State) serves everyone else. The FY2026 NOFO designated four Florida urban areas and disqualifies applications filed in the wrong stream. FEMA tells applicants to get each footprint, which the Urban Area Working Group defines, from the SAA.
| Stream | Jurisdictions FDEM listed | For nonprofit projects | Total with FDEM's 5% M&A |
|---|---|---|---|
| Miami/Fort Lauderdale Area (UA) | Miami-Dade, Broward, Palm Beach, and Monroe counties, including the cities FDEM names within them | $8,233,906 | $8,667,269 |
| Tampa Area (UA) | Hillsborough, Pinellas, Citrus, Hardee, Hernando, Pasco, Polk, and Sumter counties; the cities of Tampa, St. Petersburg, and Clearwater; the Port of Manatee | $1,521,981 | $1,602,085 |
| Orlando Area (UA) | Orange, Seminole, Lake, and Osceola counties and the City of Orlando | $966,950 | $1,017,842 |
| Jacksonville Area (UA) | Baker, Clay, Duval, Nassau, and St. Johns counties | $578,934 | $609,404 |
| NSGP-S | Every Florida location outside the four urban areas | $3,990,000 | $4,200,000 |
| Florida total | $15,291,771 | $16,096,600 |
Allocations come from the FY2026 NOFO's Appendices B and C, published June 24, 2026. The total column includes the 5% that FDEM may keep for its own management and administration (M&A); the other column is the amount for nonprofit projects. Jurisdictions come from FDEM's urban area sheet for the fall 2024 NSS round, the most recent one FDEM has posted, and they match its FY2024 sheet.
An urban area's name doesn't mark its edges. On FDEM's sheet, Palm Beach and Monroe counties sit inside the Miami/Fort Lauderdale area, while the Tampa area reaches Citrus, Hardee, and Sumter counties. Check each physical address against the current year's list before writing. If a site is near a boundary, get FDEM's answer in writing. Per-site and per-organization limits are on the NSGP program guide.
FY2025 awards in Florida
FDEM's FY2025 award list shows 79 awards totaling $14,376,897. Some organizations appear more than once, for different sites.
| Stream | Awards | Total |
|---|---|---|
| Miami/Fort Lauderdale Area | 40 | $7,768,314 |
| Tampa Area | 8 | $1,425,201 |
| Orlando Area | 5 | $891,419 |
| Jacksonville Area | 4 | $541,963 |
| NSGP-S | 22 | $3,750,000 |
| Total | 79 | $14,376,897 |
A note on FDEM's list says FEMA did not withhold FDEM's 5% M&A share from these amounts, so each organization's figure is reduced in its subgrant agreement. Treat a listed amount as the starting point, and plan your budget from the agreement.
How FDEM takes applications
FDEM's FY2026 process had two deadlines: one to request access and another to upload the application to SharePoint. FDEM did not accept application files by email.
- Request portal access. In FY2026, requests closed at 5 p.m. on Friday, July 10, 2026, five days before applications were due. FDEM's guide said late requests "will not be considered." The fall 2024 FDEM NSS guide documents the same core request fields: the organization and contact details, plus the site's physical address matching the IJ.
- Upload and submit.Accept the invitation, sign in, and upload each required document separately by 11:59 p.m. ET on Wednesday, July 15, 2026. Folder access ended at the deadline. FDEM did not accept merged files or a scanned IJ.
For federal NSGP questions, contact FDEM at fdem_nsgpgrant@em.myflorida.com. The similar FLNSGP@em.myflorida.com address belongs to Florida's state-funded program.
Documents FDEM requires
An application missing a required document is incomplete under FDEM's FY2024 guide. Its list:
- The current year's fillable IJ, one per site
- A vulnerability assessment unique to the site, showing the organization's name and the site's physical address
- The mission statement, on the organization's letterhead
- IRS 501(c)(3) documentation, for organizations that are not ideology-based, spiritual or religious
- FDEM's signature page, signed by the Authorized Organization Representative (AOR)
- An organizational chart
- Proof of an active Unique Entity ID
- Any police or insurance reports that support the threat, if available
For FY2026, FDEM added leadership bios and resumes. FDEM's FY2026 guide also sets a required file-naming convention that encodes the fiscal year, stream, state, urban area, organization name, and document title. Use the current guide's pattern exactly.
FDEM's application rules
| Topic | Rule | Basis |
|---|---|---|
| Pending prior-year application | Organizations that applied for FY2025 and were still awaiting results were not eligible for FY2026 unless the new projects were entirely different. Compare the two scopes line by line and get FDEM's answer in writing. | FDEM FY2026 guide |
| Assessment content | The assessment must show the organization's name and the site's physical address. FDEM's FY2026 guide made an application without them ineligible. | FDEM FY2024 and FY2026 guides |
| Repeat applicants | The assessment must be updated, marking what earlier awards fixed and what risk remains. | FDEM FY2026 guide |
| Totals | The target hardening narrative total, the Authorized Equipment List (AEL) total, the federal request and the total project cost must all match. | FDEM FY2024 guide |
| Delivery | Files go through the upload folder, never by email, named exactly as the guide requires. A resubmitted file should be clearly labeled as one. | FDEM FY2026 guide |
| Signature page | The AOR applies a real, dated signature to the current year's page. The AOR must be the nonprofit's own duly authorized officer or employee; a consultant can't serve in that role. | FDEM guides; FY2026 NOFO |
After an award: FDEM's steps
The post-award guide covers the federal requirements. Florida adds separate portal, approval, and reporting procedures. FDEM's onboarding guide covers FY2023–2024 awards, so a later agreement may differ.
| Stage | What FDEM requires | Basis |
|---|---|---|
| Portal and registration | Correspondence runs through DEMES, FDEM's grants portal. Register in MyFloridaMarketPlace and keep SAM.gov active. | FDEM onboarding guide |
| Subgrant agreement | Sign and return it within 45 calendar days of FDEM's notice, or FDEM may terminate the award. A signature or delegation of authority form is needed when the signer isn't the authorized official. | FDEM onboarding guide |
| Approved budget | Spend from the budget in the agreement's Budget Detail Worksheet, not from the IJ. Approved budgets can list quantities and unit costs. | FDEM onboarding guide; field experience |
| EHP review | Submit the environmental and historic preservation (EHP) screening right after signing. No spending or work until FEMA's EHP approval. See EHP review. | FDEM onboarding guide |
| Property interest | A notarized property-interest document must be on file with FDEM before any hardening work. Hardening costs incurred before it's on file can be disallowed. | Field experience |
| Photos | Hardening milestones call for before-and-after photos. Take dated photos of each work area before installation, because they can't be retaken. | Field experience |
| Payment model | Reimbursement is the default. FDEM considers advances case by case, only after EHP approval, with a justification form. Advances not backed by documented spending must be repaid, so confirm the model and finish payee setup early. | FDEM onboarding guide; field experience |
| Procurement | Follow 2 CFR 200, Chapter 287 of the Florida Statutes, Rule 60A-1.002 and any stricter local policy. FDEM's procurement form asks about exclusion checks and outreach to small, minority-owned and women-owned firms. FEMA's July 2025 procurement guide no longer requires the 2 CFR 200.321 outreach steps federally, but Florida's form still asks about them. Get approval before a sole-source or single-response purchase. See procurement rules. | FDEM onboarding guide; FDEM procurement form |
| Contracted security | Procure the guard contract competitively; sole source isn't allowed. Keep current state licenses for the agency and each officer, and signed shift records that match each invoice. See security guard grants. | FDEM FY2024 guide; field experience |
| Reimbursement | Send purchase orders, invoices, and copies of the front and back of cancelled checks, or other proof FDEM accepts. Every form in a claim must tie to the same total. See reimbursement requests. | FDEM FY2024 guide; field experience |
| Quarterly reports | A report is due every quarter, even with no spending, starting in the quarter the agreement is executed. FY2023–2024 agreements set due dates of April 30, July 31, October 31, and January 31. Forms, dates, and quarter counting have changed between award years, so start each report from the current form and your agreement's calendar. | FDEM onboarding guide; field experience |
| Monitoring | FDEM may make site visits or conduct desk reviews "at all reasonable times." See monitoring. | FDEM onboarding guide |
| Closeout | FEMA's notice gives subrecipients 90 days after the period of performance ends, but FDEM's agreements have set shorter deadlines. File every closeout item, including the closeout report and final attestations, along with the final claim. | FY2026 NOFO; field experience |

Florida state-funded programs
Florida's state-funded routes differ by applicant type and depend on annual appropriations.
| Program | Who can apply | Status |
|---|---|---|
| Florida Nonprofit Security Grant Program (s. 252.3712), run by FDEM | Nonprofits at high risk of violent attacks or hate crimes that meet federal NSGP eligibility. Houses of worship and facilities children or students use daily get priority. Awards of $10,000 to $150,000. | No open round. FDEM's page says it is no longer accepting applications for the 2023 round and offers update notices at FLNSGP@em.myflorida.com. We could not confirm any 2026–27 funding. The statute is repealed January 1, 2028, unless the Legislature reenacts it. |
| Security Funding for Jewish Day Schools and Preschools (s. 1001.2921), run by the Florida Department of Education (FLDOE) | Full-time Jewish day schools and preschools in Florida | Runs only as funded in the General Appropriations Act. FLDOE handles security-guard and facility-hardening funds separately. The 2026–27 amount and timeline were not confirmed. See private and religious schools. |
| School Hardening Grant, run by FLDOE | Public school districts, which pass a share to their charter schools | Not open to private or religious schools. The latest allocation FLDOE has posted is for 2023–24; a 2026–27 round was not confirmed. |
The state nonprofit statute lists security infrastructure, perimeter lighting, door hardening, cameras, fencing, barriers and bollards, blast-resistant film and shatter-resistant glass, security personnel, and training on threat awareness, emergency procedures, and first aid. For Jewish communal organizations that use several of these routes, see synagogue security grants. Other states' agencies and programs are in the state lookup table.

Frequently asked questions
Can a Florida public school apply for NSGP?
No. FDEM's NSGP application guides list municipal and public elementary, middle and high schools among ineligible entities (FDEM FY2024 guide). Public districts and their charter schools use state routes such as FLDOE's School Hardening Grant. Nonprofit private and religious schools can apply to NSGP through FDEM; see private and religious schools.
We have sites inside and outside an urban area. Which stream do we use?
Each site applies under the stream for its own physical address. The FY2026 NOFO allowed up to three sites per stream, so up to six in Florida, with each site capped at $200,000 and the combined total capped at $600,000 per state. Each site needs its own vulnerability assessment and Investment Justification.
