NSGP grant writing

We prepare NSGP applications for organizations in Florida and other states. Each application follows the State Administrative Agency's current instructions.

In short

Bedrock Grants prepares Nonprofit Security Grant Program (NSGP) applications for a nonprofit's State Administrative Agency (SAA). We conduct a preliminary screen, draft the Investment Justification and budget, and organize required attachments. The organization verifies every fact and figure. The person it authorizes approves, signs or certifies, and submits the package, or directs submission if the SAA allows it. The SAA and FEMA make eligibility and award decisions.

How responsibilities are divided

A nonprofit applies for the Nonprofit Security Grant Program through the State Administrative Agency (SAA) handling its site and funding stream, not directly through FEMA (FY2026 NOFO, Eligibility). The organization supplies the facts and chooses its projects. We prepare and organize the application material.

Who does what in an NSGP application
StageWhat we doWhat your organization does
Eligibility and funding streamConduct a preliminary screen of the organization's type, tax status, site address, and likely NSGP Urban Area (NSGP-UA) or NSGP State (NSGP-S) stream.Confirms the facts and asks the SAA to resolve any open question. The SAA conducts the initial eligibility review, and FEMA conducts the federal review.
RegistrationsExplain current Unique Entity ID (UEI), SAM.gov, and state-system requirements.Creates and controls any required accounts and credentials.
Vulnerability assessmentCoordinate scheduling with the assessor your organization selects.Selects the assessor, provides access to the site, and receives the site-specific assessment.
ProjectsHelp document the projects your organization selects, and tie each one to a finding in that site's assessment.Chooses the projects and sets their priority.
Investment Justification and budgetDraft the Investment Justification (IJ) and budget, with an Authorized Equipment List (AEL) code for each equipment line.Reviews every answer and figure, corrects anything inaccurate, and provides the cost information behind each line.
Required attachmentsOrganize the attachments required by the current NOFO and SAA instructions.Provides the documents and confirms that each one is accurate.
SubmissionPrepare the submission package. The person it authorizes verifies and approves the package, signs or certifies it as required, and submits it or directs submission if the SAA allows.

The SAA reviews, scores, and ranks complete applications. FEMA reviews the applications the SAA sends forward. Check the NSGP program guide for eligibility and scoring rules and how to apply for NSGP for the public application steps. After an award, we also offer NSGP grant management.

Signatures, accounts, and certifications

Bedrock does not act as your organization's authorized representative or sign or certify its application. Maryland's FY2026 instructions, for example, said a consultant could not serve as the organization's Authorized Organizational Representative (Maryland Department of Emergency Management). Follow the SAA's current instructions for who must approve and submit.

Your organization controls its accounts and credentials. It also decides when the package is ready to submit.

When to start

As of October 14, 2026, FEMA had not published the FY2027 notice of funding opportunity (NOFO) (FEMA, Nonprofit Security Grant Program). Before the notice appears, the organization can confirm registration requirements, arrange a site-specific vulnerability assessment, and choose its projects. Do not finalize the IJ on an old form. The FY2026 NOFO disqualified applications that used an incorrect or previous-year form.

FEMA tells nonprofits to ask their SAA for its deadline, which comes before the federal deadline for the SAA (FEMA, how to apply). The FY2026 NOFO was published on June 24, 2026, and Maryland accepted nonprofit applications from June 30 until 4 p.m. on July 15, 2026 (Maryland Department of Emergency Management). Check NSGP deadlines for the current federal status and state instructions.

Information your organization provides

Your organization provides the site-specific assessment, its mission statement, information about threats or incidents, and cost support for the projects it selects. For FY2026, FEMA also required short bios and resumes covering organizational leadership and board members (FY2026 NOFO). The organization checks each draft against its records and the SAA's instructions. The Investment Justification guide explains the public form requirements.

Where we work

We're based in Florida and prepare applications for organizations in other states. Each application follows the deadline and submission instructions of the SAA handling that site and funding stream, including any state forms or portal. Under the FY2026 NOFO, an organization with sites in more than one state could apply in each state (FY2026 NOFO, Maximum Number of Applications). Security grants by state links to each SAA.

Agency decisions

We prepare and organize the work, but your organization remains responsible for its facts, decisions, certifications, and deadlines. The SAA and FEMA make eligibility and award decisions. No outcome or agency timing is guaranteed.
