How responsibilities are divided
FEMA awards NSGP funds to the State Administrative Agency (SAA), which issues subawards to selected nonprofits (FY2026 NOFO, Eligibility). Your organization is the subrecipient. It keeps the official grant file and remains responsible for meeting the subaward's conditions.
| Stage | What we do | What your organization does |
|---|---|---|
| Subaward and conditions | Help track the subaward's requirements, conditions, and due dates. | Reviews the subaward and remains responsible for meeting its conditions. |
| Environmental and historic preservation (EHP) review | Assemble the EHP materials the SAA requires. | Verifies the project description and supporting materials, sends the package through the SAA, and does not start work that requires EHP review until FEMA completes that review (FY2026 NOFO, EHP Compliance). |
| Procurement | Support the organization's procurement process with published-rule guidance and document organization. | Maintains and uses its documented procurement procedures and written standards of conduct, conducts the procurement, and signs contracts (FY2026 NOFO, Procurement Compliance). |
| Reimbursement | Organize the records behind each reimbursement request. | Verifies each cost, makes any required certification, and submits the request. |
| Reports | Draft the reports the subaward requires, for the organization's review. | Reviews, approves, and submits each report. |
| Budget and scope changes | Draft change requests. | Decides whether to request a change, submits the request to the SAA, and waits for written approval where the subaward requires it. |
| Monitoring | Help prepare for SAA monitoring by organizing the records a monitor may ask to see. | Provides records, answers questions, and responds to any findings. |
| Closeout | Organize closeout materials. | Reviews and approves the closeout materials, submits them, and keeps the official records. |
The executed subaward, applicable federal rules, and the SAA's current instructions control. See the post-award process for the public approval sequence, with separate guidance on budget and scope changes, reporting and closeout, and state monitoring.
Records, accounts, and certifications
Bedrock does not act as the organization's authorized representative, control its accounts or credentials, or make certifications on its behalf. The organization's staff control its state-system and payment accounts and keep the official grant file.
Who we work with
We support subrecipients in Florida and other states. Each organization works through the SAA that issued its subaward. Before an award, we also prepare NSGP applications.
Agency decisions
We prepare and organize the work, but your organization remains responsible for its facts, decisions, certifications, and deadlines. The SAA and FEMA make the approval and reimbursement decisions assigned to them. No outcome or agency timing is guaranteed.
