NSGP deadlines and current status

State deadlines close before FEMA's deadline, and some states set an earlier portal-access cutoff. A federal extension does not automatically change either state date.

Short answer

No federal Nonprofit Security Grant Program (NSGP) application window is open as of October 14, 2026. FEMA published the FY2026 notice on June 24, 2026, and Information Bulletin 579 moved the deadline for State Administrative Agencies from July 24 to 5 p.m. ET on July 31. Nonprofits applied to their state agencies by earlier deadlines. FEMA announced awards on September 28; the FY2027 notice has not been published.

Information Bulletin (IB) 579 changed the SAA filing deadline from July 24 at 11:59 p.m. ET to July 31 at 5 p.m. ET. The extension made the new cutoff earlier in the day. FEMA said all other requirements in the notice "remain unchanged and in full effect."

On September 28, 2026, FEMA announced $300 million in awards to more than 1,600 nonprofits. FEMA awarded the money to SAAs, which issue subawards to the selected nonprofits. FY2026 applicants should get their results from their SAA; selected organizations should also review their subaward terms. The next steps are in after an NSGP award, while eligibility and funding limits are in the NSGP program guide.

FY2027 has no notice or application dates. As of September 30, 2026, the Congressional Research Service reported that a continuing resolution funds the Department of Homeland Security through December 11, 2026, and that the Senate had not marked up its FY2027 DHS bill. In June, the House Appropriations Committee adopted a manager's amendment that raised the NSGP amount in its proposal from the base bill's $315 million to $355 million (Jewish Insider). Neither amount is enacted NSGP funding.

How state deadlines work

FEMA accepts NSGP applications only from SAAs (FY2026 NOFO). A nonprofit applies to its SAA under the state's deadline and submission method. The SAA reviews each package, scores and ranks complete Investment Justifications, and sends its results and required forms to FEMA. The full application sequence is covered separately.

Of the 40 FY2026 deadlines published in the table, 39 fell in July, from July 1 in Alaska to July 24 in North Carolina. Texas was the exception. Its eGrants listing opened January 12 and closed at 5 p.m. Central on March 12, more than three months before FEMA published the notice. Texas applicants then had 10 days after publication to upload the current Investment Justification and related documents.

The FY2026 NOFO addresses SAA deadlines set before its release. The SAA must help nonprofits amend their submissions for that year's program changes before the state evaluation begins.

A federal extension is not a state extension.IB 579 gave SAAs another week to file with FEMA and encouraged them to keep coordinating with subapplicants. It did not require states to move their deadlines, and most did not. North Carolina was an exception: its window, first set to close July 17, closed at 11:59 p.m. on July 24 (NC Emergency Management).

State notices also control the cutoff time, time zone, and submission method. Texas closed at 5 p.m. Central, while North Carolina closed at 11:59 p.m. DC HSEMA took National Capital Region applications by email; North Carolina used an online portal. Read the full notice, not only the date.

Registration and portal-access deadlines

Some SAAs require a notice of intent, registration, or portal access before the application deadline. Missing that earlier cutoff can make submission impossible.

  • Washington required a Notice of Intent by 11:59 p.m. on June 30, 2026, a week before its July 7 application deadline (Washington Emergency Management Division).
  • Oregon closed registration on July 13, 2026, two days before its July 15 application deadline. Oregon OEM provided application materials to organizations that registered (Oregon OEM notice).
  • Florida required a SharePoint access request by 5 p.m. Friday, July 10, 2026, five days before applications were due at 11:59 p.m. ET on Wednesday, July 15. FDEM did not consider late access requests. Florida security grants explains the two-step process.

Put the earliest required step on the calendar when the notice appears. Assign one person to watch the inbox and spam folder for the access invitation or confirmation.

FY2026 state deadlines

A linked date opens its verification source; a linked agency name opens the SAA's NSGP page. "Unconfirmed" marks a date that the agency's current page did not verify because it came from a secondary source, was called tentative, or conflicted with another notice. "Not published" means no FY2026 deadline was found on the agency's public pages, not that the state set none.

From FY2023 through FY2026, FEMA released the notice as early as February and as late as July 29. The federal window ranged from 13 to 80 days, with state deadlines earlier. These four cycles do not establish a fixed release month for FY2027.

Before the next notice

Complete these tasks before the next NOFO:

  • Confirm the site's funding stream. A site inside a designated urban area applies under NSGP-Urban Area (NSGP-UA), and every other site applies under NSGP-State (NSGP-S). The NOFO tells nonprofits to ask their SAA for each urban area's boundaries, and an application in the wrong stream is disqualified.
  • Find your SAA on security grants by state, sign up for its notices, and ask whether it opens intake before FEMA does. Iowa's homeland security agency opens its state process before the federal notice and plans to open its 2027 period by the end of October 2026.
  • Confirm that the organization has a Unique Entity ID (UEI), and check the SAA's notice for any additional registration requirements.
  • Get a current vulnerability assessment for each site. The FY2026 NOFO requires one per physical address.
  • Choose projects that address the assessment's findings, and collect written estimates for the budget. What NSGP pays for lists the equipment codes.
  • Wait for the new Investment Justification form before finalizing the application. The FY2026 NOFO disqualifies scanned forms and incorrect or previous-year forms.

Frequently asked questions

Which deadline applies if our urban area crosses a state line?

Use the deadline set by the agency that administers the urban area. In FY2026, DC HSEMA administered NSGP-UA for the National Capital Region, including listed counties in Maryland and Virginia, with a July 10 deadline. Kansas Highway Patrol directed nonprofits in three counties to Missouri's Office of Homeland Security, whose deadline was July 8. Check your site's county on security grants by state.
