Short answer

Your State Administrative Agency (SAA) runs the Nonprofit Security Grant Program (NSGP) in your state. It sets nonprofit deadlines, scores the 40-point Investment Justification, and recommends projects. FEMA applies the organization-type multiplier and 15-point first-time bonus during federal review. In FY2026, each state and Puerto Rico had an NSGP-State allocation; 44 designated urban areas shared $150 million under NSGP-Urban Area (FY2026 NOFO, Appendices B and C).

Find your agency and funding stream

Only the State Administrative Agency (SAA) applies to FEMA; nonprofits submit their materials to it. Most SAAs are emergency management or homeland security offices. Kansas instead uses its Highway Patrol, and Massachusetts uses its Office of Grants and Research. FEMA keeps a contact list for every SAA. Our state guides for Arizona, Arkansas, California, Colorado, Connecticut, the District of Columbia, Florida, Georgia, Illinois, Indiana, Iowa, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nebraska, New Jersey, New York, Ohio, Oklahoma, Pennsylvania, Tennessee, Virginia, Washington State, and Wisconsin cover each state's agency and state-run programs in more detail.

Your funding stream depends on the site's physical address. A site inside one of the FY2026 designated urban areas applies under NSGP-Urban Area (NSGP-UA), and every other site applies under NSGP-State (NSGP-S). An urban area's name doesn't show its boundary. The FY2026 NOFO tells nonprofits to ask the SAA for the footprint its Urban Area Working Group defined, and it disqualifies applications filed in the wrong stream.

Two FY2026 urban areas crossed state lines. DC HSEMA ran NSGP-UA for the whole National Capital Region: the District; Montgomery and Prince George's counties in Maryland; and Arlington, Fairfax, Loudoun, and Prince William counties and the City of Alexandria in Virginia. Nonprofits elsewhere in Maryland and Virginia apply to their own state. In the Kansas City Area, the Kansas Highway Patrol sends nonprofits in Johnson, Wyandotte, and Leavenworth counties to Missouri's Office of Homeland Security.

The allocations are the total federal allocations in Appendices B and C of the NOFO. Each total includes the 5% management and administration (M&A) amount shown there, which the SAA may use to run the program. Some SAAs quote the smaller amount for nonprofit projects instead: Cal OES gives California's FY2026 allocation as $28,933,441, which leaves out the M&A share. The District of Columbia had no NSGP-State allocation; the whole District is part of the National Capital Region.

Agencies, deadlines, and FY2026 allocations

Each SAA set its own nonprofit deadline ahead of FEMA's in FY2026. NSGP deadlines explains how state, registration, and federal deadlines fit together.

"Unconfirmed" marks a value we could not confirm on the agency's own current page. "Not published" means we found no FY2026 deadline on the agency's public pages, not that the state set none. Each deadline links to its source.

NSGP agencies, deadlines and FY2026 allocations by state, checked October 14, 2026. Allocations are total federal allocations as listed in FEMA's FY2026 NOFO (Appendix C for NSGP-State, Appendix B for urban areas), including the 5% M&A amount.

State-run security grant programs

Most of the 40 programs in 27 jurisdictions were closed, one-time, unfunded, or limited to schools as of October 14, 2026. Check the dated status before planning around one.

The largest recent nonprofit rounds in the data were New York's Securing Communities Against Hate Crimes, which awarded $70 million to 290 organizations on September 8, 2026, and California's $76 million State Nonprofit Security Grant Program, whose FY2025-26 round closed December 12, 2025. On October 14, Georgia's Funds for Protection of Communities was the only open nonprofit round we found, with $5 million available through 11:59 p.m. on October 30, 2026.

Several programs are tied to federal results. Colorado's program is open by invitation to nonprofits that applied to NSGP and were not funded. Arizona's is limited to applicants unfunded by federal NSGP for three cycles or unable to front costs, and Nebraska's last round excluded organizations with an NSGP award in the past five years. Tennessee's guard program excludes groups that already have NSGP money for guards. Check each program's rules on federal awards before you apply to both.

For private and religious schools, the per-pupil programs in the data include New York's Nonpublic School Safety Equipment grant, with claims due January 14, 2027, and New Jersey's Nonpublic School Security Aid, which the local public school district delivers as services and equipment. Private school security grants covers school routes in more detail, and security grants for nonprofits compares federal and private funding beyond NSGP.

How we built these tables

We checked FEMA's FY2026 NSGP notice, FEMA's SAA contact list, and each agency or program page on October 14, 2026. The NSGP-State and urban area figures match the total federal allocations in NOFO Appendices B and C, including the 5% M&A. Each agency, deadline, and program name links to its source. Puerto Rico's agency comes from FEMA's contact list because we could not load a Puerto Rico NSGP page.

Agency pages and program statuses can change after the check date. Confirm any date or limit before relying on it. To report an error or a newer source, email info@bedrockgrants.com.
