Status on October 16, 2026
The Oklahoma Office of Homeland Security (OKOHS) runs FEMA's Nonprofit Security Grant Program (NSGP) in Oklahoma. Its grants page doesn't use the term State Administrative Agency (SAA), but OKOHS takes the applications, reviews them and forwards Oklahoma's package to FEMA. The same office ran the state school security grant. Questions on both go to hsgrants@okohs.ok.gov.
| Program | Status | Best next step |
|---|---|---|
| Federal NSGP-S (State) | Closed. OKOHS took FY2026 applications June 24 to July 7, 2026 (OKOHS grants page). FEMA announced FY2026 awards September 28, 2026; the OKOHS page showed no award notice. | FEMA hasn't published an FY2027 notice. Keep SAM.gov active and the entity publicly viewable, and keep each site's assessment current. |
| Federal NSGP-UA (urban area) | Not available. Oklahoma has no FY2026 urban area (NOFO, Appendix B). | Every Oklahoma site applies under NSGP-S. |
| Oklahoma School and Campus Safety and Security State Grant Program | No open round found. The only round listed closed at 5 p.m. on September 30, 2023 (FY24 packet). | A private school can get a campus assessment now and ask OKOHS whether another round is planned. |
| State security grant for houses of worship or other nonprofits | No statewide program identified (checked October 2026). | Use federal NSGP. |
Federal NSGP through OKOHS
Nonprofits apply to their state, not to FEMA (FY2026 NOFO). The OKOHS grants page set Oklahoma's FY2026 window from June 24 to July 7, 2026. Materials had to arrive by email "no later than 11:59 p.m. Central Time," and anything later would be "deemed ineligible." FEMA later moved its own deadline for state agencies to 5 p.m. ET on July 31, 2026 (Information Bulletin 579), but the OKOHS page still shows July 7 as the date for nonprofits. NSGP deadlines compares Oklahoma's window with other states'.
One stream for the whole state
FEMA designated no Oklahoma urban area for FY2026, so the urban-area stream (NSGP-UA) isn't available and every site applies under the state stream (NSGP-S). The OKOHS page mentions NSGP-UA only in general terms. The NOFO and the OKOHS page both treat an application in the wrong stream as grounds for disqualification, so an organization with sites in more than one state should match each site to that state's streams.
| Stream | Where the site is | FY2026 total federal allocation |
|---|---|---|
| NSGP-S | Anywhere in Oklahoma | $3,000,000 |
| NSGP-UA | No Oklahoma urban area in FY2026 | $0 |
The $3,000,000 is the total federal allocation. It includes $150,000 for the state's management and administration (M&A), which leaves $2,850,000 for nonprofit subawards (NOFO, Appendix C). The state lookup table uses the total figure. In FY2026 an organization could ask for up to $200,000 per site, for up to three sites, and no more than $600,000 in Oklahoma. The NSGP program guide covers national eligibility and scoring.
How OKOHS took FY2026 applications
Applications went by email only, to the grants inbox. There was no portal. Before applying, the organization needed a Unique Entity Identifier (UEI) from SAM.gov, and OKOHS asks applicants to keep the entity "available for public view" so staff can verify the number. The page also says to keep the SAM.gov registration active for the life of any award. SAM.gov registration takes time, so start it well before a window opens.
The OKOHS page lists five items for each application:
- FEMA's Investment Justification, named by the convention printed on page one of the NSGP-S template. OKOHS rejects scanned Investment Justifications and forms from earlier years.
- A risk and vulnerability assessment of the facility.
- The mission statement on the organization's letterhead.
- Interior and exterior photos of the facility.
- Proof of 501(c)(3) status, "unless your organization is a house of worship."
Each site needs its own Investment Justification, its own assessment and its own address. When a package takes more than one email, OKOHS asks applicants to label them "Entity Name email 1 of 2, Entity Name email 2 of 2," and so on. It warns that several large files in one email "may cause our server to reject your email," and the page suggests calling to confirm receipt. Split large packages across labeled emails, and get confirmation before the deadline rather than after it.
Oklahoma's completeness and disqualification rules
The OKOHS page sets these rules in its own words:
- "Incomplete, ineligible, and noncompliant applications will not be returned for corrections." OKOHS scores a package as received, or gives it a zero.
- "Applications with unallowable costs will be considered ineligible." One unallowable line can sink the whole request, so check every item against NSGP allowable costs before sending.
- "Applications requesting more than the allowable federal amount will be considered ineligible."
- An applicant can be disqualified if it has "a history of poor performance in grant administration" or applies "for the wrong funding stream."
- "In the event of ties, preference is given to first-time recipients, then SAA rank."
The no-corrections rule is a change from the FY2024 National Security Supplemental round. That round ran from October 28 to December 6, 2024, and OKOHS let applicants resubmit until the deadline. Don't assume the earlier practice applies to a future round; read the current page. The how-to-apply guide covers the federal document list, and common NSGP mistakes covers the errors that end an application before scoring.
After the window
FEMA announced FY2026 awards on September 28, 2026 (FEMA). The OKOHS page we read on October 16 posted no FY2026 results and no FY2027 dates. It also doesn't say whether OKOHS pays NSGP subawards in advance or by reimbursement. A selected organization should ask OKOHS before planning cash flow and should not sign contracts before its subaward is signed; see after the award.
The state school security grant
The Oklahoma School and Campus Safety and Security State Grant Program is the one state-funded security grant we found that a nonpublic school could use. The OKOHS grants page says that on July 1, 2023, the Oklahoma State Department of Education was "appropriated $1.4 Million in funds to be distributed as grants," with OKOHS running the program. The packet names the funding agency as the Oklahoma Department of Emergency Management and Homeland Security.
Who could apply
The OKOHS page says: "Eligible applicants include public, private, technical centers, and higher education institutions." The FY24 packet adds that public schools and technology centers apply through their district. The packet doesn't define "private," so a private or religious school should ask OKOHS how the term applies before preparing a future application. OKOHS reports that the round awarded $1.4 million.
What the FY24 round required
- Award limit. "The Grants will consist of awards up to and including $50,000" (OKOHS page). A district applying for several campuses filed one packet per location.
- Assessment. The packet required a risk and vulnerability assessment by the Oklahoma School Security Institute (OSSI) "or a nationally qualified assessor." OSSI's school security page says "Any Oklahoma School (public, private, non-profit, and charter school as well as technology centers)" may contact it.
- Use of funds. Facility hardening tied to the assessment. The packet scores project detail, a budget narrative backed by bids or quotes, and the link to the assessment. It does not list allowable items, so ask OKOHS before pricing any specific purchase.
- Package. One scanned PDF or zip file emailed to the grants inbox, with the signed application, budget narrative, signed terms and conditions and the assessment. A SAM.gov UEI was required.
- Payment. "Awards will be paid on a reimbursement basis only" (OKOHS page). A school must pay vendors first and then claim the cost.
- Dates. Applications were due by 5 p.m. on September 30, 2023, with award notice tentatively October 15, 2023, and a project funding deadline of August 30, 2024 (packet).
We found no later round. The OKOHS grants page, last modified August 3, 2026, still shows only the FY24 text and the awardee list, and the School Security page, last modified July 9, 2026, lists no grant. A school that wants to be ready can get an OSSI assessment now. A nonprofit school that also plans to apply for NSGP should ask OKOHS whether the same assessment can serve both applications. See private and religious school security grants for how NSGP treats schools.
Programs compared

| Allowable uses | Planning, listed equipment, training and exercises, contracted security (allowable costs) | Facility hardening tied to the assessment; no item list published |
| Maximum | $200,000 per site, three sites, $600,000 per organization in Oklahoma (FY2026) | $50,000 per application (FY24) |
| Match | None | None stated |
| Payment model | Not stated on the OKOHS page; ask | Reimbursement only |
| Status | FY2026 closed July 7, 2026; FY2027 notice not published | Only round listed closed September 30, 2023; no later round announced |
| Official source | OKOHS grants page | FY24 packet |
The OKOHS sources don't address a school that holds both a state school grant and an NSGP award. If that happens, ask OKOHS in writing how to keep the two budgets apart, and never claim the same cost under both; see reimbursement requests.
